  • Site Improvements Harrigan & Appleseed Apartments

    SPRINGFIELD HOUSING AUTHORITY INVITATION FOR BIDS

     

    The Springfield Housing Authority invites sealed bids from General Contractors for construction of Site Improvements Harrigan & Appleseed Apartments, 107-111 Belmont Avenue & 500 Hancock Street in Springfield, MA in accordance with documents prepared by Waterfield Design Group, Inc., dated March 27, 2024.

    The Project consists of:  Concrete walkway paving, concrete stairs, bituminous concrete driveway paving, fencing, stone wall repair, landscaping, and drainage improvements.

    The work is estimated to cost: $700,000.00.

    Bids are subject to M.G.L. c.30, §39m, Federal Regulation 2 CFR Part 200, and to minimum wage rates as required by M.G.L. c.l49 §§26 to 27H inclusive and to Federal Davis Bacon wage determinations.

    The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u).

    THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED.  Please review the instructions in the bid documents on how to register as an electronic bidder.  The bids are to be prepared and submitted at www.biddocsonline.com .  Tutorials and instructions on how to complete the electronic bid documents are available online (click on the “Tutorial” tab at the bottom footer).

    General bids will be received until 2:00 p.m. on Wednesday, April 17, 2024 and publicly opened, forthwith online.

    There are no filed sub-bids.

    All Bids should be submitted electronically online at www.biddocsonline.com and received no later than the date and time specified above.

    Bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount and made payable to the Springfield Housing Authority.

    Bid Forms and Contract Documents will be available for pick-up at www.biddocsonline.com (may be viewed electronically and hardcopy requested) or at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167).

    There is a plan deposit of $50.00 per set (maximum of 2 sets) payable to BidDocsOnline, Inc.

    Deposits must be electronically paid or must be a check. This deposit will be refunded for up to two sets for general bidders and for one set for sub-bidders upon return of the sets in good condition within thirty days of receipt of general bids. Otherwise the deposit shall be the property of the Awarding Authority.

    Additional sets may be purchased for $50.00.

    Bidders requesting Bid Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground delivery or $65.00 for UPS Overnight delivery, payable to BidDocs Online Inc. to cover mail handling costs.

    A pre-bid conference will be held at 11:00 a.m. on Wednesday, April 3, 2024, in the parking lot of 500 Hancock Street, Springfield, MA 01151 with the Engineer and a Springfield Housing Authority representative.  Failure to attend or visit the premises shall be no defense in failure to perform contract terms.

  • Invitation for Bids — Contractors for the Lead Abatement

    Section 00.11.00 ADVERTISEMENT TO BID

    The Springfield Housing Authority, the Awarding Authority, invites sealed bids from Contractors for the Lead Abatement @ Bay-Sherman Apartments located at 151 Sherman Street project in Springfield, Massachusetts, in accordance with the documents prepared by One Atlas.   The Project consists of: Lead Abatement @ Bay-Sherman Apartments, Springfield, MA. The work is estimated to cost $60,000. Bids are subject to M.G.L. c.149 §44A-J & to minimum Davis-Bacon minimum wage rates. All bids must conform with provisions of Mass. General Law, Chapter 149, Section 44A to 44L inclusive, M.G.L. c.30 § 39M and to minimum wage rates as required by the Davis/Bacon Acts subject to the provisions of 29 CFR 5.5 as amended by the U.S. Department of Labor. The project is subject to Title VI of the Civil Rights Act of 1964, Section 3 of the Housing and Urban Development Act of 1968 and the Instructions to Bidders. The cost of the bond shall be included in the bid price. Bonds shall be with a surety company qualified to do business in the Commonwealth of Massachusetts and be acceptable to the Awarding Authority.     The SPRINGFIELD HOUSING AUTHORITY, (the Owner and Awarding Authority), invites sealed bids from
    GENERAL CONTRACTORS for construction of ARPA FF: WINDOW REPLACEMENT, 705-02 & 705-03
    Scattered Site Family Housing, in Springfield, Massachusetts; in accordance with the documents prepared by
    Leon Pernice And Associates Inc., AIA, Architects-Planners-Interior Designers, 34 Mt. Pleasant Avenue, West Springfield, Massachusetts.

    The Project consists of replacement of all windows in thirteen existing, 2-story, townhouse buildings located on thirteen sites; also, detail and finishing associated therewith.

    The work is estimated to cost $ 496,110.00 including Base Bid and three Alternates.
    Bids are subject to M.G.L. c.149 §§ 44A-J and to Minimum wage rates as required by M.G.L. c.149 §§ 26-27H
    inclusive.

    General Bidders must agree to contract with minority and women business enterprises as certified by the Supplier Diversity Office (SDO), formerly SOMWBA. The combined participation benchmark reserved for such enterprises shall not be less than 13% of the final contract price including accepted Alternates. Request for waivers must be sent to EOHLC (david.mcclave@mass.gov) 5 calendar days prior to the General Bid date. NO WAIVERS WILL BE GRANTED AFTER THE GENERAL BIDS ARE OPENED.     The SPRINGFIELD HOUSING AUTHORITY, (SHA – the Owner and Awarding Authority), invites sealed bids from
    PRIME BIDDERS and FILED SUB BIDDERS for construction of BOILER & IWH REPLACEMENT, in accordance
    with the documents prepared by Leon Pernice And Associates Inc., AIA, Architects-Planners-Interior Designers, 34 Mt. Pleasant Avenue, West Springfield, Massachusetts.

    The Project consists of replacing existing boilers, water heaters and their associated systems, as indicated, in
    seventeen existing Buildings; Sullivan Apartments and Community Building, located on one site (160 Nursery
    Street) in Springfield, Massachusetts.
    The work is estimated to cost $ 880,000.00.

    Bids are subject to M.G.L. c.149 §44A-J and to Federal minimum wage rates as indicated in Section
    00.73.43-LABOR REGULATIONS.

    THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED. Bids
